Before Biden leaves office, he may want to consider drafting hundreds of pardons for his supporters and allies. These pardons do not have to be announced publicly, but Biden can have them in a back file just in case they are needed or requested later.
Trump has made it clear that people will be investigated and prosecuted on the basis of revenge rather than in the name of justice. Supporters of Biden and the Democrats may be targeted not because they did anything wrong, but because they opposed Trump and the Republican agenda in some way.
Now many of Biden 's wealthy supporters can afford to defend themselves in court for years because they have the resources. The Clintons, the Pelosis, George Soros, and others can let their legal teams defend them and have frivolous charges dismissed.
But many of Biden's supporters are not financially well prepared enough for long, litigious battles. Hundreds of pardons would put a stop to politically motivated investigations by the Trump "Justice" Department. Once they discovered that they are not going to be able to use their positions and power in enact revenge, then they will investigate those people who are actually worth investigating.
These pardons may only be revealed when or if they are ever needed. If someone doesn't want a pre-dated Biden pardon, they don't have to accept it. A presidential pardon is still good as long as it was issued when the issuer had the authority to draft it when it was written.
Of course, there is a limited amount of time left for Biden to protect people from malicious investigations and prosecutions. Issuing hundreds of "Get Out of Jail Free" pardons at the last minute may not be a popular thing to do, but it may be the right thing to do. Trump will probably pardon dozens of people who have committed crimes on his behalf once he gets into office as he has promised, so Biden should prepare for defensive measures while he still can.
