As you may know, the Ohio House Energy and Natural Resources Committee has passed House Bill 434. 

It could be voted on by the full House at any upcoming meeting. The next meeting is Wed., March 9.

• The bill is specifically geared to benefit one small company, eGeneration from Cleveland, that has had its hand out to the federal government for years with no success.
• The bill has convoluted mechanisms that would deny public access to activities of the proposed Ohio Nuclear Development Authority (ONDA). One of these mechanisms is placing the ONDA under the auspices of the Ohio Department of Development, which writes contracts for JobsOhio. Vice Chair Stewart, when assuring the committee that moving the bill to the Department of Development would make no difference in accoutability, seemed unaware of the extraordinary limitations on public access to JobsOhio that were written into law more than a decade ago. JobsOhio is beyond the reach of the Ohio Open Records Act, Ohio ethics laws, the Sunshine Act, and the Ohio Administrative Procedure Act and other accountability requirements.
• Bill promoters have given no hint, and the public would likely not be able to find out: how much public money would be spent; who is being paid; what work is being done; where radioactive materials are being shipped; or much at all. 
• Due to provisions in the bill, residents living near any ONDA facility handling radioactive materials would have no recourse if an accident or spill harmed or contaminated themselves or their property. None of us would even know if we lived next to an ONDA nuclear facility.  
• The ONDA doesn’t have to show any useful results.
