Richard Hayes Phillips was the leading forensic investigator of the 2004 presidential election in Ohio. He and his assistants photographed 126,000 ballots, 127 poll books, 141 voter signature books, and other election records, from 18 counties in Ohio. His analysis, and the raw data upon which the analysis is based, are presented in his book, "Witness to a Crime: A Citizens' Audit of an American Election."
