Every two years at the end of the legislative session, the ACLU of Ohio releases our Statehouse-to-Prison Pipeline report. These reports highlight the unfortunate prevalence in Ohio of legislation introduced and passed by members of both parties to create new crimes, enhance existing sentences, and expand current criminal laws to include new situations and actors. Our report shows why it is time for legislators to “Just Say No” — no new criminal laws this session — and instead, to focus on passing legislation that will help get Ohio’s prison population under control.

Additionally, we analyzed data from 73 drug court dockets, providing a glimpse of Ohio’s adult and juvenile drug courts during the 2017 and 2018 calendar years. Our report, Are Drug Courts the Answer? In Ohio, it’s Hard to Tell: A Snapshot of the System, illustrates why it is time for all drug courts in Ohio to double down on consistent data collection and take steps to make these public records more accessible and easier to understand by the general public.
