PURPOSE OF THIS TOOLKITThis toolkit is for Ohio residents, taxpayers, public workers, students, and community members who want to take action to stop Ohio’s public funds from being invested in Israel Bonds.
Ohio has committed hundreds of millions of taxpayer dollars to Israel Bonds despite:
- Credit downgrades and financial risk
- Low yields and poor liquidity
- Growing public opposition
- Serious ethical and fiduciary concerns
Israel Bonds are debt securities issued by the Israeli government. When Ohio purchases these bonds, it is lending public money directly to a foreign government.
Key concerns include:
- Downgrades and negative outlooks from major credit rating agencies
- Increased financial and liquidity risk
- Public funds being invested without taxpayer consent
- Deepening political and moral entanglement abroad.

WHY TARGET THE OHIO STATE TREASURER?The Ohio State Treasurer:
- Oversees billions in public funds
- Influences and participates in deposit and investment decisions
- Has continued to promote and invest in Israel Bonds despite risk and criticism
That makes the Treasurer’s office a critical pressure point for divestment.

TAKE IT FURTHER: PUBLIC RECORDS REQUESTSOutside Summit CountyIf you do not live in Summit County, you can submit a public records request to find out how much your county or other public institutions have invested in Israel Bonds.
Public records requests can reveal:
- Whether your county holds Israel Bonds
- Total dollar amounts invested
- Purchase and reinvestment dates
- Which public funds are involved
